The problem with the prowling, lurking, phone calls, and basically terrorizing aspect of this case, is that we don't know with absolute certainty that it was the EAR/ONS in all reported incidents.
This is where I really get concerned that we are presenting a false picture of a madman that was everywhere at all times.
There were so many rapists, prowlers, prank phone callers, and murderers in the 1970's, and in Sacramento alone, that some of the crimes could of been mistakenly attributed to the EAR/OMS.

Red, you're right. All the theory does is conflate all the burglaries, prowling, lurking into one great big clump of crimes, and neatly defines that clump as being the work of the EAR. Where is the evidence that any of these incidents have anything to do with the EAR, specifically?

Also, he was arousing suspicion among neighbors because they were reporting the burglaries, prowling, prank calls lurking etc. They just didn't realize he was camping among them prior to the attack.
It was clear to me right from the moment I read a couple of books on the case that EAR didn't have a job. Impossible with the amount of time he dedicated to his lifestyle. As someone else mentioned above, he's "off the grid". I firmly believe he would have been caught by now if he was on it. Instead of going over the same possibilities which have failed for over 40 years (which school did he go to? was he in the army? did he work in construction? was he involved in auto wrecking?), we all need to start thinking how to answer to the one question that will help us identify him.
How do you locate somebody that has never been on the grid?
