Date of Occurrence: January 12, 1980



Synopsis:

On the evening of January 12, 1980, Khymbrly Scruggs was at her apartment alone. It is believed she was doing laundry and writing a letter to her mother. The following morning, her roommate arrived home and Khymbrly was nowhere to be found. He purse and all her belongings were still in the apartment. A missing persons report was filed on January 14, 1980 by her parents. Foul play is suspected in her disappearance.

Date of Occurrence: April 24, 1980



Synopsis:

Robin Brooks was a 20 year old employee of a donut shop at Kiefer Boulevard and Tallyho Drive in Sacramento County. Robin lived alone in an apartment around the corner from the donut shop. Robin was last seen alive when she left work at midnight on 04-24-1980. Robin did not show up for work that afternoon (04-24-80) at 4:00pm. When a friend went to her residence to check on her, Robin was found murdered in her apartment.

Location:Elliot Ranch Road

Date of Occurrence:November 8, 1980



Synopsis:

On the morning of October 16, 1980 Kathy Neff, a 21 year old female, dropped off her vehicle at a vehicle dealership on Florin Road for service, with plans to pick up the vehicle later that same day. The next day, when family and friends could not locate Kathy, a missing persons report was filed. On November 8, 1980, some pheasant hunters in the area of Elliot Ranch Road, discovered Kathy’s remains.

Hello - I have a question for you. Do you have any further details specifically about how exactly Robin Brooks was killed? It would be interesting to hear about that. Although interesting cases they were perpetrated in 1980 which is when ONS/EAR was down South. However, it is certainly possible he was still in the Sacramento area and if he was committing crimes this is a different MO for him and he appeared to leave Sacramento in 1978 with only one attack there in 79. There was so much crime in Sacramento during the 70's including other murderers like the Gallegos who would abduct young women from shopping malls and kill them. Law Enforcement had their hands full.

So this was not an open case and was solved somewhere along the way.  I was responding to the different crimes that occurred in Sacramento posted by previous poster and discussion about the 3 women they mentioned that happened in 1980.  So you know it was matched and solved and if so when?  Do you know?

This is the latest on the Robin Brooks case.  It remains unsolved but the DNA shows the assailant was black.

There is another unsolved case from around this same time period.  Stella Candace Sandborn she was last seen alive on 8/6/1979.  Her body was found 4/1/1981 in a concrete pit south of Freeport.  Multiple people who knew her saw her around downtown Sacramento in early morning hours in the company of a white male with "crossed eyes".  Her car was found abandoned in Davis, CA.

Thank you - I cannot open this probably because of my browser.  The only thing I was trying to find out was the method of the murder.  Because the original poster of this thread thought these cases were worth mentioning.  I appreciate the information about them since I lived there and am very familiar with Kiefer and other places mentioned in the articles and reports.  It is no wonder many did not feel safe there in the 70's and 80's.  I left in 84.  Thank you Almagata for the information.  There were many crimes to investigate then especially it seems.

ROSEMONT -- Cold case investigators said Robin Brooks was raped and stabbed to death inside her apartment in the Rosemont area of Sacramento County more than 37 years ago.

Detectives have a full DNA profile of the suspected killer from his blood, but the case is still unsolved after all these years. But now, new technology is giving detectives a different way to look at the DNA and a glimpse at what the killer could possibly look like.

It’s called DNA phenotyping. It sounds like science fiction, but this forensic method uses an unknown suspect’s DNA to create a composite sketch of the mystery person’s physical characteristics.

“It’s not intended to be a photo ID,” said Dr. Ellen Greytak over the phone to FOX40. “It’s a genetic witness in the absence of an eye witness.”

Doctor Greytak works for Parabon NanoLabs, a Reston, Virginia-based biotech company that offers the tool called Snapshot. The Sacramento County Sheriff’s Department has contracted the company to come up with two profiles of the suspected killer in Brooks’ unsolved murder case.

“We have DNA, we have the person who did this,” said retired Sacramento County sheriff’s Detective Micki Links. “There's no doubt about who it is. We just need their name.”

The DNA profile of the suspected killer in Brooks’ case was put into all the criminal databases in 2004, but a match has never been made.

Links said she believes these two profiles will aid in the investigation by giving fading memories a look back at what the killer’s face may have looked like when he was 25. Another profile has the suspect aged to 56.

Links also shared new details on Robin’s whereabouts before her death.

For decades, investigators thought Brooks finished her shift at Donut Time off Keifer Boulevard and walked straight home to her apartment on Tallyho Drive. That apartment has been renamed the Garden Club Apartments.

But detectives said an informant, who has been cleared as a suspect, has come forward with a different timeline. He told them he saw Brooks at a house party somewhere off Roseport Way. The unnamed informant also told investigators Brooks went to the party after work and then went home.

The informant added that the party was made up of mostly teens, between 15 and 19 years old, many from Hiram Johnson High School and the nearby Lincoln Village.

“You're not going to get away with this,” said Links. “I'm going to do whatever I can to find you, and make you pay for what you did.”

Robin’s family is also still fighting for answers. Maria Arrick, Robin’s older sister, is offering up to a $10,000 reward for information that leads to the arrest of Brooks’ killer.

There is a man who recently has told me that a black man has helped the E.A.R in a few of his crimes, he is probably another nutcase coming out of the wood works but I told him what to do with his info., And sometimes I go back to the phone call the Manualas house received by a old black man they thought with the wrong number before the crime took place.

I would add into the possible mix the case of missing person Alma Violet Root. It is being investigated by Placer County Sheriff's Department, but the disappearance may have occurred in Sacramento County.

I sent in a tip awhile ago on the Robin Brooks case.  I suggested that they look at "The Rapist Comedian" Vinson Champ who I had met briefly and knew was living in Sacramento in 1980.  He was cleared in this case by DNA.  The picture below is a comparison of Champ versus the dna-generated composites of Brook's suspected killer.

(In case anyone is concerned about the posting of a picture of a live person, he was convicted of multiple rapes in multiple jurisdictions by multiple courts and will likely never be a free man again.  I doubt this post will hurt his reputation.)
