I live in Florida and work in a county Property Tax Appraiser's Office. We spend a lot of time at construction sites, houses for sale or recently bought homes, and we are required to physically review our records once every 5 years, which means we legally go onto people's property to verify that our appraisal is based on what is actually on the property. While doing these 5 year reviews you can become very familiar with a neighborhood, spending several days to weeks visiting homes, going into back yards, using alleys, schools, parks, train tracks, bike paths, etc to look into backyards if you don't want to disturb the homeowners. This is all legal, occasionally people will noticed me "prowling" and question or sometimes have called police. You just show them your ID and explain that we're doing verification for appraisal records, and off you go back to work.
This would all be perfect for the type of info-gathering the GSK is suspected to have done.
We also have state Dept. of Revenue officials based in Tallahassee who check our work, and visit our county every year around the same time, for us its usually in May or June. If GSK did this for California, that could explain the geographic pattern of his crimes. Based in Sacramento, gradually branching out into towns within an hour or two of the state capital, and then striking hundreds of miles away in southern California in what Det. Holes called "a bi-annual pattern".
There is also the "security guard badge" found in an area GSK struck. In Florida today when we go onto people's property we carry a plastic card picture ID as a badge, but I'm told by some of the old timers in my office that back in the 70s/80s we were issued metal "cop looking badges", but not really exactly what police carry.
