With the passage of time since these crimes were committed and the destruction of evidence in Sacremanto, I have my doubts that this case is going to be solved with just a few LE officers working it as a cold case file. I like the idea that Shelly had for a public meeting/referendum but there are limits to what can be done with that. No unshared or new evidence will be released to the public and rightfully so. If you truly want to solve this case at this late date I believe that a public commission should be appointed and be allowed to see all the evidence that LE has in each of the areas the crimes were committed in, including the VR case. .
There should be a round table of appointees from within and possibly outside the area to get a good representation and broad experience level of people. Obviously a couple LE specialists and attorneys would be necessary but I think there should be others as well. Maybe the most experienced from this board? Possibly some tech gurus who have the ability to load and crunch large amounts of data. They could all sign legal documents swearing them them in as an extension of the LE division working the case. If we've had the evidence for roughly 35 to 45 years and it hasn't been solved then there needs to be a new approach. Maybe I'm all wrong here but what about loading all the known data and looking for commonality? Vasilica, Sacremento, Stockton, Contra County and other phone books from the area with rural phone books added in. Records of all the former POI's and data on why they were excluded and why they should be looked at again. Military records of all the military vets in this area from say 68 to 75? School student records from all the local schools with special attention paid to those who had male teachers. Stockton Mental Hospital records. Police records on break in suspects and rapists from this time frame. CODIS and other DNA data. All of these and any other records that could potentially help. Many of these records could be obtained by LE.
The whole purpose would be to create a new listing of potential names as a list of POI's and eliminate those who couldn't have committed these crimes. This is basically casting a wide net and looking for a few suspects that meet all the criteria and then scrutinizing those few suspects a little further to see what comes up. I'm not sure how to go about loading all this data and what programs to use but I have no doubt the technological potential is out there to do this. Funding could be obtained through grants, donations and other sources. Nothing against LE personell but I believe getting new people from outside LE to view all the data would bring a fresh approach as well. Impossible? Why?
