Although completely unhelpful and not exactly what occurred this was part of my very first post on this website, a lot of others have given me a good laugh as well, I was convinced he was a college kid, what a noob I was, anyways -
The way I see it there are 4 possible outcomes to this case.
1. The killers identity is never revealed.
2. The killer dies and leaves a confession with either a person or a note.
3. The killer hands himself in willingly for whatever reason.
4. The killer is eventually identified by a DNA comparison which I'm lead to believe the LE still carry out on persons of interested.
As a legal standpoint the DNA comparison (bar a confession) would be the most important evidence to bring about a conviction.
If every road to this certain person has been exhausted I offer a slightly different approach which I have not seen mentioned on this website although I have not read every single thread so I apologise if I'm retreading old ground.
You need fairly strong circumstantial evidence for the police to be able to take a DNA sample from someone against their will. It is a possibility on the other hand that a family member would willingly submit a DNA sample. Depending on what the DNA is it can link family members as far out as forth cousins and DNA tests are really not that hard or expensive to do, I was running DNA tests in my first year of college which is low level education in England.
If one of you is almost sure of a POI that maybe you knew back in the day, it may be worth checking out the ancestry website for potential family members, one of them may willing submit a DNA sample for testing.
I thought of this due to the possibility the people in the background of the gonna kill you phonecall may very well be his family talking in the background. If this was say my uncle who is of a similar age, there are 4 generations of family still in the same town with at least 25 people who would have a familial DNA match.
I didn't know about the websites creating genetic family trees from self DNA kits, even if I did it wouldn't of helped. I actually had a stupid idea which I never shared but I figured if you had enough money you could offer a massive reward like a million dollars in the areas where people figured he was from and just start testing willing participants in the town centre in one of those mobile labs. I'm sure at the prospect of a money reward even for an undisclosed reason a lot of school kids and college kids would willingly give a blood sample as well which would be great for getting a potential familial DNA match.
