This happens time and time again when police, teachers, medical professionals, minsters/priests have a predator in their midst, even moreso 40 years ago. The person gets away with it for a long time until a colleague speaks up or more likely enough victims finally push bad hard enough that the agency or organization has little choice but to finally consider that one of their own has caused serious harm to others . Institutional blindness , individual fear of retribution for calling out a colleague without firm evidence of misconduct, lack of clear guidelines on reporting and following thorough on complaints, being too immersed in the immediate work at hand to consider the work environment. Probably at lot more , too.
I’m not excusing the behaviors but trying get my mind around the non-nefarious reasons that people fail to recognize or report incidents or suspicions. We tend to question our own perceptions , what we saw or heard, rather than believe someone we know may have done something terrible.
The thing that gets me though is the number of LE cheerleaders who claimed that the original investigators had investigated the police with a fine tooth comb.
Turns out that McGowan stopped looking through local police files for the VR when the ransackings stopped abruptly - despite being sure he recognised the VR from somewhere.
Sac police didn't even look at JJD when he was caught stealing dog repellent in RC and then gave up his career and pension without any sort of a fight.
As for Chief Willock... well failing to realise that the home invading, former head of the anti-burglary unit, with a house full of stolen goods, may be guilty of other home invasion crimes is institutional blindness at it's worst.
JJD knew when to get out of town, and as a former cop also knew that once a crime series had stopped, the cops would move straight on to more current crimes.
