I honestly don't know what to think. According to FBI Agent Meadow's, the couple was killed where they were found. Local LE said the couple was thrown into the river at the James Bridge and washed up on the shore.
I researched various factors to try and figure out which account might be more likely. I read that when dead bodies are thrown into a river at the same time and place it doesn't mean they will wash up at the same time and place. When and where each body will turn up depends on the sizes, weights and what is inside the bodies (food, drugs, etc.). David was six feet tall and Robin was very petite. The chances that they'd have washed ashore at the same time and at the same place (50 feet apart) is highly unlikely, yet not impossible. I also read that the direction the water flowed of the James River was downward, east, toward Virginia Beach, then outward and into the Atlantic Ocean. That would mean that their bodies came from west of where they were found, from the James Bridge direction. So if the local LE theory was right, they could have been thrown off the bridge. Yet, for both to have both float together then end up right by each other, within 50 feet, on the same shore at the same time, isn't very likely.
There was another body found floating in the water just prior to when the couple was found. No one knows how long that man was in the water, but he had been missing for two weeks. His body didn't wash up on any shore, it was found floating in the James River by rescue crews who were looking for David and Robin. If he was in the water for two weeks and never washed ashore during the entire time, once again it's hard to believe David and Robin washed ashore within a few days. Also, in a photo I came across, it showed Robin's body within bushes, on the other side of large branches and broken tree trunks. In other words, on one side of the bushes was the long shore and on the other side of the branches and bushes was Robin's body. The bushes' roots were in the ground so they couldn't have washed up after Robin did. If Robin's body washed ashore, I can't see it having gone OVER or AROUND those bushes to land where it did. If the waves were carrying her body over the bushes, her body probably would have gotten stuck on top of the bushes, or the bushes would have prevented her body from going further and it would have been found right next to them on the shore side.
I could be wrong, but in my personal opinion, I believe what Agent Meadow's was going with - that the couple died where they lay.
Which brings me to wondering ….. was David and Robin made to walk there from the parking lot, or could they have been brought there on a boat and made to get out and run, then shot while running. The water was behind them and they appeared to be heading inland when they were shot. In fact, Robin was a little more inland, beyond the shore, past some bushes. I've only just begun to speculate that they were brought there on a boat when I kept looking at East Island and how far it is from Ragged Island. Then I thought about the dog tracks which followed Keith Call's and Sandra Hailey's paths toward shores and then 70 yards into the water. Maybe the killer brought Keith and Sandra on a boat to a dissolute island as well.
