A flashing offender:
Frederick Harlan Coe (Flashing events documented throughout SHR spree):
Victim B.R. (Spokane Police Department Report, Case No. 79-55251, dated 10-06-79): At 9:00 p.m. the victim reported that she was putting luggage in her car when she noticed a suspect approaching her from the south. Suspect was wearing no pants. He walked beside her vehicle, fondling his penis. The victim got into her car and locked the doors, and the suspect came right up to her window while he fondled his penis, and then walked across the parking lot and disappeared. The victim moved from Spokane to California and knew nothing of the arrest of Mr. Coe until her sister-in-law sent newspaper clippings. The victim reported she is "absolutely positive after viewing several photographs of Coe that he is the same individual who exposed himself the morning in question."
Victim C.H.#2 (Spokane Police Department Report 81-40912, 07-28-81): Sometime between 10-29-79 and 11-05-79, (last Tuesday of October - first Tuesday of November 1979), the 17-year-old victim was waiting for a bus to go to Lewis and Clark High School to practice for the drill team. While waiting for the bus, she heard what sounded like a car door close and then she saw a person she later identified as Coe in a grey jogging suit wearing black gloves and jogging shoes. He came up to her and asked her what time the bus was due. She stated 6:15, at which time she turned away from him. When she turned around to see if the bus was coming, his pants were down and he was masturbating. Since he was standing under a street light, she got a good look at him. She began to back up and he stated, "Hey, come here, I want to touch your cunt. I want you to suck me." She ran two blocks and jumped on a bus. Two weeks later she saw Coe wearing the same grey jogging outfit standing next to Rosauer's Store and advised a girlfriend she was standing with that this was the same person who exposed to her on an earlier occasion. She came forward after seeing a picture of Coe in the newspaper, believing that the information should be reported.

On another occasion, a teenage girl left a party and was walking home on Newton Way in Rancho Cordova at approximately 12:30 a.m. During the walk, she realized a man was following her. She walked faster and the man quickened his pace, but was still a considerable distance away. The girl ran to the home of a stranger and knocked, prompting a middle-aged woman to answer the door. Both parties then observed the man walk to the edge of the driveway, look up at them, and drop his pants to his ankles exposing himself. He stood staring briefly, and The subject then walked from the area on foot. The description of the suspect in the above cases is as follows:
White male
20 to 25 years old
Light brown/reddish brown hair to dark brown hair
5’8” to 6’0”
Thin to average build, 160-170 pounds
Various clothing
At the same time as the 1972-1973 cat burglar incidents were going on, the Rancho Cordova and Carmichael areas were experiencing flashing/indecent exposure incidents.
The M.O. of the flasher varied, but it usually involved him standing near a door or a window and then getting the residents’ attention when he felt it would have the most shock value. He would sometimes speak to the victims and would sometimes linger, committing “lewd acts.”
Whether this offender is related to the East Area Rapist or not isn’t known, but he very well might be related to the 1972-1973 Cat Burglar incidents — many of the cases occurred near the same street and on the exact same day as the cat burglar offenses, and some of them continued on for another couple of days.
Suspect description: white male, early twenties, 5’8” to 6’, 160-170 lbs, thin to medium build. His hair was described as light brown, reddish brown, or dark brown. He was usually described as wearing only a t-shirt with no pants or underwear in sight. He didn’t appear to be armed.
While hardly a conclusive link at all, the notable part of this description is the possible reddish brown hair color, which was also noted at one of the clearest, most reliable witness sightings of the East Area Rapist several hours before he committed the Domingo/Sanchez murder in 1981.
