This should help clear up some of the misrepresentations that have been posted about McGowen having a single top suspect:
From "Hunting a Psychopath" by Richard Shelby p 150-151
"Officials at the Visalia Police department arranged for someone to compile a criminal profile of the suspect.. . .
It was so precise on two points, I had to wonder if maybe the author should be investigated. The profile depicted the suspect as being employed by a utility company. It had been conjectured that this suspect would live ten miles outside the city limits and rode a bicycle to and back from work each day.. . . . these two investgators(Visalia) quickly learned there was such an employee who worked for Pacific Bell. . . . . .
By coincidence , it was only two days after the shooting of McGowen, that this employee requested and received a transfer. That employee was now living in Davis, a small college town about fifteen miles from Sacramento. The suspect-employee rode his bike to work each day."
The book then discusses Officer McGowen meeting with Shelby and how they proceeded with this aspect of the investigation.
From memory, Mcgowen and the other detective came down and met with Shelby. Then they went on to Davis to check out this POI. Mcgowen could not ID the guy for certain and appeared torn on whether it was the guy who shot at him. Shelby was certain that this POI could not have been EAR as he was pudgy with elephantine legs and calves (much bigger than the "thick and well developed legs" reported for EAR) apparently Shelby thought that Mcgowen and other detective had their man but just couldn't make a decision to arrest him. I will say that Shelby is a quite an arrogant cowson from what I have read.
P.S. If f1guyus has quit then I am *ed. There is plenty of blame to go around for the current environment, if in fact that is the reason.
