The only way he will ever be identified - and other thoughts

Hi All, first time poster here so please forgive me if this has all been discussed and pursued before. I'm fairly new to the case (only a couple months) but I've been binging on every show, podcast, article and piece of information I can consume. It still blows my mind that this guy had this many victims, for this length of time, was never caught, and isn't nearly as famous as say, the Zodiac.
I believe that the best and only way he will ever be caught or identified, or the suspects list narrowed down far enough, is through matching his DNA profile with those who have publicly shared their DNA through personal genetic testing kits like 23andme, or posted to gedmatch.com. Of course, he would never be dumb enough to have personally bought one of these services for himself, but if LE has any access or cooperation with these companies, they could easily see if one of his close family members, or even first or second cousins did. This method would likely be able to triangulate who he was if enough manpower were dedicated to this. I'm not a lawyer and am not sure what the laws regarding this are, so I would not be surprised if red tape prevents LE access to this information. Hopefully they have also been able to determine his ancestral DNA, being a Caucasian male it would be relatively easy to determine which part(s) of Europe his ancestors came from. Matching his DNA to his closest available blood relatives is going to be the only way of identifying this guy, short of an outright deathbed confession. Fingers crossed, LE is already pursuing this angle, and if so, it will be only a matter of time before we know who he is or was.
I believe that everything about his MO, items left at the scenes (punishment map, mad is the word essay, etc) are likely nothing but red herrings intentionally left by him to paint a picture of a young, troubled youth. Leaving old homework in a notebook would be a pretty careless thing to do for someone so meticulous in every offense he committed. We know he said and did obvious BS things to mislead investigators (talking about his camp on the American river, you better swear you didn't see my van around the corner, faking drug withdrawal shivering, people make fun of me since something happened to my face, etc). This man was insanely intelligent and had a tremendous amount of foresight in his crime spree, and I believe that nobody should hang their hat on just one piece of evidence. He likely mixed truths, obvious lies, and clever lies to muddy the waters as much as possible. I would not even be surprised if he intentionally did certain things left-handed to further throw investigators off. He most likely had his normal day to day personality, and spent a lot of time carefully engineering his alter-ego, with the ability to compartmentalize the two personalities down to minute details like this.
As to who he was, I don't believe anybody should be sold on a particular occupation or area of residence. When the truth finally surfaces, which I believe with 99% certainty that it will, everyone looking into this case will be surprised as to who he was. Maybe he never had any business in Sacramento at all, and was willing to make long drives to familiarize himself with strange neighborhoods in a distant town long before he decided to strike there. We already know he was willing to do this. If I had to make a guess, he probably didn't crap where he ate, so to speak, which would have further helped him elude identification.
This case has kept my mind occupied constantly due to how much of a walking contradiction this guy is, which is another reason why I believe only honing in on his closest relatives through DNA matching can possibly identify him. Too much time has passed for it to be solved any other way in my opinion, and he's likely too old to be committing any more felonies that would result in him giving a sample to authorities.
